No SSL/TLS? WTF?

My friend has setup a new website on a webhosting provider. This provider have a good support, including IM standby. But, what bother me alot is it has a lack of basic need of a webserver:

Secure connection over SSL/TLS

What I love to know is why?

As we investigate, they said to need to charge more for SSL/TLS capability because it must have a public IP for it. Well, yeah, of course, that's what we call non-repudiation.

So, are these webhostings encourage bad practice to their users? I mean, come on, who would not have authentication for their websites?
