No SSL/TLS? WTF?

My friend has setup a new website on a webhosting provider. This provider have a good support, including IM standby. But, what bother me alot is it has a lack of basic need of a webserver:

Secure connection over SSL/TLS

What I love to know is why?

As we investigate, they said to need to charge more for SSL/TLS capability because it must have a public IP for it. Well, yeah, of course, that's what we call non-repudiation.

So, are these webhostings encourage bad practice to their users? I mean, come on, who would not have authentication for their websites?

The comic strips show how Spidey even have to face charges because of his anonymity. The accuser even made many accusation to other entities for political attacks.
